Sheffield Wednesday Confronts Major Issues, Says New Football Authority

'Our role is integral to football's future' - football oversight chief David Kogan

The team's persistent issues represent a a "major concern" and the new football authority is seeking powers to investigate clubs in comparable cases, the recently named head David Kogan has stated.

Through a comprehensive talk, the chairman, who was named to the position this week, voiced concern towards supporters of the Owls.

The chairman convened with four fan organizations associated with the football team recently.

The football club have been experiencing difficulties in multiple areas in 2025, with the club delaying salary disbursements on five separate occasions, including in September.

"Obviously the club has become a significant problem for EFL and a substantial concern for English football," Kogan told.

"The club represents one of the great brands for English football and in recent days we have met supporters' organizations.

"We are seeking authority... which will permit us to bring Wednesday and comparable cases brought to our attention if they warrant scrutiny and addressed."

Monetary Issues and Leadership Concerns

The team's struggling chairman the Thai businessman stated during the off-season he would be prepared to relinquish control at Hillsborough, but he has failed to complete a sale with interested parties.

Failure to pay player wages on time in earlier this year resulted in restrictions being imposed by the league officials in summer, stopping Wednesday from completing any recruitment activities for the following recruitment periods, although those limitations were removed in August.

Regulator's Perspective

The chairman stated: "The job [of the regulator] is there for the fans of Sheffield Wednesday, other clubs in similar situations where fans are dedicated to a local institution that has represented their community in many cases.

"I have absolute sympathy for the team's plight, as I do for each organization that over recent decades have faced collapse, or nearly ceased operations, for factors unrelated to the followers."

Questioned about whether the regulator could force an owner to sell a club if they are deemed unsuitable, the chairman responded: "When asking whether 'would we intervene in the final instance?', the response would be once we assemble the facts and comprehend the circumstances, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be treated as a "last resort" and the oversight body would choose to cooperate with proprietors.

"Our least desirable course of action is begin intervening in an individual club, an particular chairman, without being able to work with that proprietor to address the problems affecting the organization and the chairman's encountering," the regulator explained.

"However, realistically, when you review the record of football, over the past few decades there have been particular chairmen, few in number, but some who have been irresponsible in the way which they've been managing their clubs and ultimately refuse to accept accountability for the long-term prospects."

'Mistakes could erase significant advances'

The regulator engaged representatives from 110 clubs to lay out the remit of the authority recently and insisted it was a "proactive meeting" with a "substantial involvement" from the grassroots to elite level.

"The role holds considerable importance, because if we get it wrong, if the football community fails, the remarkable development accomplished necessary will vanish incredibly quickly," Kogan said.

"This represents everyone's worst fear in the realm of domestic football is a substantial accomplishment - we must maintain momentum.

"There's an enormous amount of money coming into football and has been invested for the last 20 or 25 years, because there are no assurances it will continue to come into football, which is among the factors explaining I think we have to maintain a focused outlook on challenges and obviously, of the immediate future."

Top Flight Apprehensions

The Premier League opposed the establishment of an oversight body because of fears of a negative impact on the top-flight's competitiveness, but the regulator stated: "I'm absolutely committed to the achievement and development as an commercial operation of the Premier League.

"I of all people understand the concern of undermining the Premier League as a premium product of the nation. But concurrently, if you consult with top flight officials after the recent gathering, they would have had a high level of reassurance -and, indeed, they have been informing us confidentially they have a significant confidence."

Political Connections

The regulator remains subject to a "thorough examination" by the public appointments commissioner after he acknowledged providing funds to the political party in 2020.

The official provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I've been completely open about my previous political affiliation [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," Kogan said.

"I am presently disconnected from any form of political activity."
